epitheca cynosura or epitheca semiaquea? - Libellula luctuosa - Female

Found in Black Hill Regional Park. Looks like a Mantled Baskettail, but according to the Maryland Biodiversity Project website, epitheca semiaquea are considered "historic" since none have been seen in Maryland since the 1950s. The abdomen looks right for a Baskettail, but the wings are wrong for epitheca cynosura. Please ID- thanks!
