Leucorhinnia sp.
This is a species of Leucorrhinia Geoff ... AKA Whiteface. Based on my guides, I might suggest Crimson-ringed Whiteface (L. glacialis). This is a male.

Probably glacialis, but I'm not sure a younger proxima can be eliminated 100% without a view of the wing venation.
