Could this be Chloropinae. Anybody care to guess at the species? Thanks in advance.

Yes, it's either a Thaumatomyia or a Chlorops.

Are they ...
Fighting, making love, or eating? A guess it is vegetarian, right?

The Chloropinae seemed to be eating. When I saw these, the Chloropinae was working his/her way around the other fly which was dead. I had assumed that it was dead when the Chloropinae arrived on the scene and doubt than a hunter/hunted situation happened.

It makes for an interesting photo
...One that stops and makes one think!
