Size: ≤1 mm
Perhaps a millimeter in length, or less. Appeared potentially attracted to the bright orange reflective material it's sitting upon.

Yes, I think ...
.. you are correct. At first I wasn't sure if it could be a scelionid or not, but by staring at one of the images (the all orange background) I convinced myself that I could see the diagnostic wing venation.
