This is the Asian species P. flavipes, increasingly common from NJ to DC to NE Ohio.

Tending of membracids is common if not universal among formicines, dolichoderines and some myrmicines.

Those appear to be a Paratrechina. Might be Paratrechina flavipes but I'm not sure.

Is there a specific type of ant that farms the Treehoppers? I believe that the treehopper nymphs are Entylia carinata if that helps.

Several.
I have even seen carpenter ants tending membracids.
