The fly was sunning itself on the bench near the bridge underpass at the southwest exit to the Dog Park and Off Leash recreation area in Sutherland.

Posted on iNaturalist and ID suggestion there is Genus Phyiphora. I suspect P. alceae based on dark legs but have not seen a fly quite like this and would like confirmation from bugguide.
