Found on cosmos plants in my garden. Dill is growing alongside.
The ant seemed to be 'grooming' the nymphs as well as the single ?hopper?

Ants stroke aphids and hoppers to get them to secrete honeydew, which they like to eat. This is beneficial to both parties, the ants get a snack and the aphids or hoppers get the protection of the ants.
