... I suspect this may be Neodusmetia sangwani.

Typically , there are two families ...
... with wingless species that have this general gestalt: Scelionidae and Encyrtidae. And as far as I know - no scelionids have white tipped antennae, so I would place this in the Encyrtidae. Unfortunately, the image is too poor for me to take it any further with confidence.
