Probably Anania tertialis or plectilis
Could it have been over 22 mm when fully spread?

Yes the measurement quoted is as the photo shows, not fully spread

 
Not Sure
I laid it out in CAD and the wings would be 10 mm long making it A. tertialis but I'm now not sure how reliable measurement is.
