I had a difficult time getting a good angle on this fly, so hopefully the two photos I got will provide enough for some level of id below subfamily. Relatively small, I would guess no more than 1cm long.

Wings seem outlandishly large/wide, but...
I'll hazard a guess and say Platycheirus. More photos here:
