This is apparently one of two Antaeotricha species based on the size, which I didn't get. Maybe one of the other gathering attendees got a shot with a measurement?

Bob Patterson likes Antaeotricha schlaegeri based on coloration, but a measurement should settle it.

so what is it some kind of a moth cocoon?

It's the adult moth. You can see its legs, eye, wings, etc.
