Guide to Bug ID
If it falls into this category of Sawflies, Horntails, and Wood Wasps found here.
http://bugguide.net/node/view/226
Then go to this Guide to the Siricid Woodwasps of North America
http://www.fs.fed.us/foresthealth/technology/pdfs/GuideSiricidWoodwasps.pdf
and search by the State you live in. There may be more than one in your state and so look at the 4 or 5 that are found and go from there. If that doesn't work, read the guide from the beginning as it will tell you exactly how to ID your bug.
