Hard to make out just what is going on here, although parts of the spider's abdomen are visible. On Golden English Oak ,Quercus robur 'Concordia'. This aberrant oak has been in cultivation for 100 years+. The most beautiful of all oaks to my thinking. As to the spider, likely highly Frassable. Wish I had gotten better photo.
