Yes, but unfortunately I don't have that info. I'm asking this ID for someone else, and they can't provide the info either.....

 
Beetle
Quite similar to Water tigers of Diving beetles, I don't think they come out of water like Adults.


 
They do to pupate.
I suspect this specimen was looking for a place to dig in and pupate. There must be some standing water somewhere really close, though.
