Are these critters rare? I see only 15 images including my two on the Guide page.

Yes.
This is a female mason wasp in the family Vespidae, subfamily Eumeninae. I don't recognize this species. It is 'not' Monobia quadridens or Pseudodynerus quadrisectus....hm-m-m.
