Carabidae
This is not a Bembidion but a specimen of Tetragonoderus fasciatus (Haldeman). it inhabits sandy areas most often near water.

You may be right.
Can you tell me what features you see that indicate T. fasciatus over B. variegatum?

I have to agree with Ken. Without looking at the comments below (above I guess now) I thought that "this Tetragonoderus has been misplaced in Bembidion." I don't recall ever seeing a Bembidion that looks like this, and the oblique vertexal impression along the eyes are clearly lacking (present in Bembidion).
