Tentative ID. I think Elaphria agrotina is a better fit but I'm not sure E. chalcedonia can be eliminated.

This is an Elaphria and I think it is the Exesa Midget Moth Elaphria exesa (Hodges 9682). This link to MPG shows some that are closer to yours.
