looks like fly, not aphid
Yes, it looks more like a fly than an aphid ... though identifying larvae is not my strong point. Maybe Charley can look these up -- I do think these are probably
Caryomyia
galls now.

hickory galls
According to Felt 1940
(

)
, leaf galls on hickory are either caused by aphids in the genus
Phylloxera
or midges in the genus
Caryomyia
. There are a lot of different species in both genera that gall hickories. I can't tell which genus these are, though I lean towards
Phylloxera
... It would be interesting to cut one open and see what's inside.
