looks like fly, not aphid
Yes, it looks more like a fly than an aphid ... though identifying larvae is not my strong point. Maybe Charley can look these up -- I do think these are probably Caryomyia galls now.

hickory galls
According to Felt 1940 (1), leaf galls on hickory are either caused by aphids in the genus Phylloxera or midges in the genus Caryomyia. There are a lot of different species in both genera that gall hickories. I can't tell which genus these are, though I lean towards Phylloxera... It would be interesting to cut one open and see what's inside.
