John and Jane are right, this is definitely Stream Bluet (E. exsulans). This is a new county record and should be submitted to odonatacentral.org.

Nice find! With that mostly black abdomen
and the uniquie pattern on segment 8 we would suggest Stream Bluet - Enallagma exsulans, in the guide here,
