I found this when I was camping in finlasin it seems to be some kind of bee. I have neve seen one like it before. The lacy black wings and orange untennas and feet caught my eye. the bumble bees I see here in st paul are either yello and black on the back and belly. this is differant.

Looks instead to be a sawfly
in the Cimbicidae. Check here
