Size: about 13mm
Looks like it could be the Sumac Stem Borer, O. ocellata.

Oberea perspicillata
I think this is
Oberea perspicillata
with a reduced, black basal pronotal margin. It could also be a version of
O. affinis
with dark pronotal spots, which does occur, but I think that is more uncommon. There are other characteristics that I cannot see here to distinguish them. so its a best guess for me.
