Grey hairstreak
No other hairstreaks that I know of open their wings. The underside matches as well.

 
Interesting observation re: open wings
My limited experience dovetails with yours. Butterflies through Binoculars The West does show a few other hairstreaks with open wings, but the majority of such photos both there and at Bug Guide are of grey hairstreaks.
