Antennae
Actually those look like modified forelegs. The antennae (seen out front) look fairly normal sized. This looks Hymenopteran and not Dipteran.

 
extra long legs
You're right, those are the legs. It was waving them around like antennae. It'd be interesting to find out just what this is. Thanks Herschel.
