Cicindela repanda tanneri
Based on the wide, connected maculations, bronze color, and sandy river bank habitat, and location in western Colorado, I would suggest
Cicindela repanda tanneri. This form is found in the Green River drainage and valley of nearby Utah, and the White River drains into the Green further west in Utah.

Missed the other photo
I missed the other photo of this beetle which does show the two rows of punctures on the elytra. Very unusual Cicindela punctulata, but as Dave Brzoska states several species in that part of Northwestern Colorado and adjacent Utah do have very wide maculations.
Nice photos.

I agree with
Charles S. Dave B. and Ben C. on the ID of Cicindela punctulata. I wonder if Donna ever got a specimen yet?

This is a bit of a puzzle without the specimen in hand. I suspect you have Cicindela willistoni.

Another distinct possibilty i
Another distinct possibility is C. punctulata, though the markings are a little more defined than usually. A straight down shot from above would be helpful. Then you would be able to detect whether or not it has the row of elytral punctures.

Thank you,
for the suggestion. I will attempt to catch one of this species. What should I look for to photograph or should I keep a specimen?
