This is a female Golden-winged Skimmer (Libellula auripennis). Note that the costal vein does not change color at the nodus, the lateral pale area on the thorax does not extend anterior of the mesoplural suture, and there are 3 (instead of 4) paranal cells in the hindwing.

Yes, I think it is Needham's.
The other possibility is Golden-winged, Libellula auripennis.
