Brightly Banded Fly(?) on Golden Alexanders

Brightly Banded Fly(?) on Golden Alexanders
Junction City, 15 mi. SE, Bottomland prairie restoration, Kansas County, Kansas, USA
May 14, 2023
Size: 1/2-5/8"
You identified what I had thought was a bee or a wasp as a Soldier Fly, Tribe Stratiomyini, and this guy resembles that one, but not exactly! I see the wings closed like scissors, the hefty antenna, and the bright markings--in a different pattern but similar in that the cream bands appear slightly raised, as if stuck on. I would love to know who this neighbor, enjoying Golden Alexanders, is. Thank you!
