This fly has one wing all curled up for some reason - disease? I've seen other kinds of flies with this affliction.
Anyway, very unusual abdomen configuration.

Bruce, you are right to be not convinced. This is Procecidochares atra, the wing pattern is very characteristic with just bands and no spots, the yellow head and the shiny thorax....But it also lives in Solidago and so you will see it on its host plant frequently.

Eurosta, I think
Looks like Eurosta, the genus of the Goldenrod Gall fly, E. solidaginis, though perhaps a different species. Tom Murray just saw one that looks identical to yours:
