Since it is not a species but a species complex, shouldn't we use the "no taxon" page such as Diadasia australis especies group? That is what people have been doing.

yes i do
this seems to be the commonest northeastern 'kind', and at this point the group is a taxonomic mess anyway, so chances to verify the sp. in foreseeable future are evanescent :)

Should I call it R. fasciatus(complex)...is that ok?

 
good question
fasciatus complex, of course -- but i'm afraid with both words italicized this may be mistaken for a subspecific name... hyphenation may be a solution, like on this page
