I would say that this is Syritta pipiens except I photographed a Syritta pipiens recently
Black & Yellow Fly - Syritta pipiens
and Ron Hemberger indicated that an enlarged femur with sawtooth edge is distincitive of that species.  The one that I photographed today has some hairs on its smallish femur but I don't make them out to be the same obvious sawtooth as in the earlier Syritta pipiens. That individual also had yellow markings instead of blue like the one in my current photos. Can the current one still be Syritta pipiens?
