In the upper Midwest we would say Blue Ringed, Argia sedula, but we know there are many more options down there in Texas. You'll have to see what the other options are. See . Beautiful Image!

Looking through Abbott, Golden-winged (A. rhoadsi) looks like the only possible confusion species and the appendages are completely different.
