Size: 1/2" or less
I have not seen this bee (or wasp?) in my yard, but was prevalent on purple sedum at Coastal Maine Botanical Gardens, 30 miles north.

I believe this is the Bald-faced Hornet, Dolichovespula maculata (Hymenoptera: Vespidae).

yes male D. maculata
that stripe on the abdomen is not very common, but does occur sometimes on males.
