Found at UV light near pond in wooded area of a flood plain.
My best match is 1100 Elachista irrorata, at: MPG

DNA results
The identification as Cosmiotes illectella is now supported by DNA barcoding match
BOLD LPOKB053-09 The taxonomy relationship tree shows a 100% match with some
specimens only identified as Elachista. Elachista illectella is not listed in BOLD.

 
Update
Elachista and Cosmiotes were "synonymized under Elachista in the phylogeny of Kaila (1999a)". See update on microleps.org here.

1129 - Elachista illectella
.... according to Terry Harrison, to whom I sent the photo. The extensive white scaling in the dark fields was his main clue.

 
Cosmiotes illectella?
FYI - All-Leps lists this as Elachista illectella but microleps.org and MPG lists this as Cosmiotes illectella? microleps.org goes so far as to give a description of the difference between the two genera stating that Cosmiotes is tends to be smaller and, like Terry Harrison points out:

"The color and pattern are of the "blackish with white markings" type seen in some Elachista (such as E. leucofrons, above), but the white fasciae and patches on the forewing are more diffuse, with the dark areas more heavily suffused with white scaling, than in the Elachista spp. of this color pattern."

Terry Harrison also calls this Cosmiotes illectella in the other identified photo in Bugguide.
