Damselfly
I believe that this is a Circumpolar Bluet (Enallagma cyanigerum), but I'm not sure.

I don't see Enallagma cyanigerum listed on Buguide.
I've searched through as many Enallagma pages as I can - there are so many - and haven't found a match there.
Damsels certainly are challenging with so many color phases.
