Size: 12.8mm Width: 4.8mm
Collected in oasis community garden on a milkweed plant. Appears to be sexually dimorphic by size, I collected 2 specimen, this is the smaller of the two. I will image and upload the larger one as well when I get time. Unsure which gender the smaller beetles are, I will edit the post when I find that out.
Probably Tetraopes sp. maybe T. femoratus.

You're correct in your ID...
the combination of red femora, annulate antennae and the parallel, sharply margined umbone on the pronotum, characterize this species.
