It is not completely clear if this is a miner, but I think it could be. I tried harvesting the stem, in hopes of catching the culprit if it mines into the stem.

Interesting find
Does look to me like something that mines in the midrib and petiole, with short excursions into the leaf blade, then on into the stem. Is the stem still in decent shape? If it were me, and I hadn't had anything emerge by now, I might soon (before it rots) check the stem for puparia under the epidermis, then carefully dissect it to see what it looks like inside. A good thing to know would be whether the stem activity proceeds into the stem interior / pith or is confined to the area just under the epidermis.

I have reared a Neolasioptera species of which at least one individual mined a short distance from leaf midrib and petiole into stem on Lobelia siphilitica, but that was a very short mine that didn't extend into the leaf blade.

Yes--I found it last year in a different location, but I believe I collected only leaves, so never had any success. I am learning, gradually. I sent this to Charley, so we'll see if he has a chance to dissect anything from it.
