Maybe a damselfly; maybe not.

I agree ..
That it's likely a Sweetflag. A small black spot can be seen on the lower thorax, indicating Sweetflag. It would be helpful if the end of the abdomen (terminal appendage) was in focus.

 
It is tough
without the terminal appendages, but I almost think I can see two spots on the underside. You may want to check Spotted Spreadwing too.

It's a spreadwing damselfly in genus Lestes - maybe Sweetflag Spreadwing, L. forcipatus.
