Diceroprocta apache (color f. ochroleuca) ??
There is a form of D. apache found in Utah, Nevada and California that deviates in color and pattern from populations in the lower half of Arizona.

I strongly suspect due to locality and overall characters that this cicada belongs to the taxon D. apache (f. ocroleuca).

Diceroprocta
The very long wings give the genus, but until the adult has "colored up" after the molt, there's not much chance of telling which species it is.
