Size: approx. 3/8 inch
I was thinking this might be a Mason Wasp, but hesitate because the abdominal patterns don't quite match. It also seemed a bit smaller than other Mason Wasps I remember seeing.

Help in ID would be greatly appreciated.

Western specimens have much better developed yellow bands than eastern ones.
