Just pulled out M.A. Peterson PNW Insects
and this appears to be Choristoneura rosaceana (Oblique-banded Leafroller). Or similar: which he lists as C. paranelela, C. fracttivana, or Pandemis limitata. Several Oregon records for C. rosaceana.
