Size: 5.6 mm
Reading up on Eutettix, I found that of the species located anywhere near West Virginia, two have a large white spot on the dorsum, E. pictus and E. lurida. Unfortunately the two species are about the same size, so length doesn't help here. Both species are listed as common and widespread in the eastern U.S.

ID help would be appreciated!

Eutettix lurida
E. lurida has distinctive “corner patches” on the scutellum and lacks E. pictus’s distinctive dark bar across the pronotum.
