I thought this could be the Anise but it has these white bands, ID would be appreciated.

... a Black Swallowtail caterpillar, Papilio polyxenes.

Should be Anise
I'm not aware of a way to tell apart caterpillars of Black and Anise (short of rearing them to adults), though such may exist. The coloring of the larvae varies similarly in both species, and this one looks pretty typical of both. P. polyxenes is not recorded from that area, but P. zelicaon is, so that makes it pretty nearly certain that it is an Anise caterpillar.
