Looks a lot like the photo of a female Celithemis bertha - Red-veined Pennant - in my Dunkle field guide.

This is a female Red-veined Pennant. Note particularly that the lateral thoracic black stripes do not connect dorsally.

I cropped you image.
It helps to get an insect identified by showing the insect as large as you can. I know it cuts down on the artistic value but I think it is a good trade off in most cases. Your images are usually of high enough quality to get a close crop.
