I have not seen a green lacewing with the black stigma and these body colors, in books or on bugguide. I need the good doctor to the rescue. Thank you.

posting directly to Neuroptera--I could be wrong, but my sense it that Dr. Oswald checks there periodically rather than looking at ID Request.
