Size: ~25 mm
Saw many of these in a big puddle. They seemed to be feeding on algae on the bottom, while keeping their posterior ends at the surface to breathe.

This is the larva of an aquatic Soldier Fly, family Stratiomyidae. Someone with expertise with this family may be able place it to genus or even species from your photo. However, this would not be a trivial exercise, as there are ~49 genera and ~1656 species within this family in N. America.
