Svastra obliqua
likely subspecies caliginosa based on range, but this is a rather pale individual with a color pattern close to typical obliqua obliqua

Wow! I was all set to say this is 'just' a Melissodes sp. until I saw the size reference. I have no immediate idea what this is other than something in the Apidae:-) Great shot, though.
