subfamily Tenthredininae (7 annulets, white warts on the 2 and 4 annulets).
Larvae look like Macrophya sp. (a pattern on the back, a pattern on the head, a black spot on the anal segment ...)
According to "Catalog of Hymenoptera in America North of Mexico" only one spesies of Symphyta feed on Rudbeckia - Macrophya pulchella.
Unfortunately, I have no description, no photos of the larvae.
