This is a member of the family ...
... Torymidae, tribe Podagrionini. A key character is the antennal anellus: if it is transverse, it is the genus Podagrion, but if it is quadrate, it is the genus Palmon, but the image you present is not clear enough for me to tell.

 
I don't know this character...
I can photograph it and add it.
Is it the excavation on the frons above antennal insertion? Or is it perhaps on the apical antennomere?
