I don't know if they were feeding on the pollen or just rolling around in it while attempting to mate, but the plant is called rabbitbrush (Chrysothamnus nauseosus). Several of the beetles were in the same vicinity, and some were mating.

It appears to be Crossidius hirtipes. There are many subspecies, but the lack of elytra markings, red-brown legs, brown antennae becoming darker at the tip all point to Crossidius hirtipes rhodopus.
