This is in the family Tachinidae

Hairy eyes on flies apparently aren't unusual.
Many syrphids have them, some with much more hair than yours. Nice shots, BTW.

 
But why,
Is it to help keep dirt out of their eyes....sort of like our eyelashes?

 
Sorry, I know the that, but not the why.
Maybe an expert will weigh in on this one.
