Blue-eyed Darner
This looks like a Blue-eyed Darner (Rhionaeschna multicolor). Note the bright blue eyes, the blue face, blue thoracic stripes, very faint frontal thoracic stripe, and the thin and straight T-spot. The anterior lateral thoracic stripe doesn't seem to be indented like a Canada Darner's, either.
